It's a 1-second slow, lol.
I think the bigger deal is dat passive.
1.25% current health bonus damage each time you killed a marked enemy or jungle mob. That's a mini-bork each time.
I'm thinking devourer, bork, and then probably tanky items will be best. Maybe a Last Whisper or Black Cleaver. Wolf triggers Cleaver's shred, so with him attacking, Lamb attacking, and Lamb spamming her Q, that's a looooot of shred quickly.
